서울 한복판에 떠내려 온 빙산 속에 잠들어 있던 아기공룡 둘리는
철수와 영희 덕에 고길동 아저씨 집에 살게 된다.
고길동 아저씨는 끊임없이 말썽부리는 둘리가 미워죽겠는데 설상가상으로
둘리는 도우너와 또치까지 집으로 끌어들여 말썽을 부린다.
거기에 희동이와 옆집 청년 마이콜까지 합세해서 길동이네는 바람 잘 날이 없다.
